An efficient Planning System and Statistics Management within a World Class Public Service designed to develop the British Virgin Islands as a total destination for financial services, tourism, recreational residence, foreign direct investment and electronic commerce.
INVESTMENT AND PROGRAMMING UNIT
Project Cycle Management
Strategic Intent
A fully functioning national capacity to conceptualize, develop analyze and monitor the implementation of projects using appropriate technology which permits widespread electronic dissemination of relevant management information.
Long Term Objectives
- Establish of a national project cycle management process.
- An on-line Projects Data Bank with secured access.
- Full integration of the Project Cycle Management and national budget
process.
- Establish of a competent Project Cycle Management in all ministries
- Increase the efficiency of Project Cycle Management in the Public Sector
Short Term Objectives
- Operationalizing the present projects data bank.
- Establish a detail project selection criteria list.
- Preparation of a Project Cycle Management manual.
- Develop of a projects development operational policy.
- Preparation of project dossiers for all core projects.
- Conduct annual workshops on Project Cycle Management.
- Establishment of a fully functioning Investment and Planning units.
Public Sector Investment Programming
Strategic Intent
To provide co-ordination and design services to the various departments, agencies and ministries of the Government in the preparation of a public sector investment programme.
Long Term Objectives
- Create a sustained process which leads to the sustained maintenance of a public sector investment programme.
- Link the budget and public sector investment programme processes on a firm and sustained basis.
- Develop a public investment strategy framework
- Create and maintain public sector investment programme interactive database for agencies and departments of the British Virgin Islands Government.
- Establish a strong investment programming capacity through the public sector.
Short Term Objectives
- Undertake a public sector investment programme economic impact during the last decade.
- Prepare a public sector investment policy for the National Integrated Development Strategy.
- Complete the loading information in the Public Sector Investment Programme software database.
- Prepare Public Sector Investment Programme expected policy impact on Public Sector Investment Programme for National Integrated Development Strategy
- Develop a Public Sector Investment Programme for the period 2000-2004.
Development Assistance Management
Strategic Intent
A Development Aid Programme formulated to take advantage of the priorities of aid agencies and the needs of the British Virgin Islands.
Long Term Objectives
- Formulate an umbrella development aid strategy
- Develop a database for relevant international aid
Short Term Objectives
- Establish a collection of Aid agencies policies and strategies
- Develop an aid programme for the medium term
- Prepare a Development Aid dossier for the 2000-2002 programme
PLANNING AND POLICY UNIT
National Development Planning
Strategic Intent
A full functioning department coordinating the development of an umbrella framework of policies, strategies and programmes to ensure balanced and integrated national development.
Long Term Objectives
- A well endowed autonomous department coordinating the development, implementation and monitoring of the national development framework
- The premier decision support organization in the BVI providing the policy assessment and impact analysis
- Co-ordinate the operations of a full public consultative and participative process on all matters of development.
- A full national repository for documentation on the development of the British Virgin Islands.
- The Coordinating Centre of the national planning system of the British Virgin Islands.
- A full-fledged policy advice centre serving as the foundation for all developmental strategies.
- A National Integrated Development Strategy is always in place.
Short Term Objectives
- The Executive Council approval of NIDS
- Re-establishment of the Planning & Project Review Advising Committee
- Acquisition of personnel with skills in policy impact analysis
- Establishment of a forum for public participation and consultation in the formulation of public policy
- Preparation of a set of National Development Indicators
- Establishment of a firm planning capacity within each Ministry
- Establish NIDS and the National Development Policy Framework
- Develop a Review Mechanism for NIDS.
Economic Analysis
Strategic Intent
A full capacity to undertake economic development assessments, formulate economic policies and strategies together with the requisite capacity to identify and outline programmes and measure to achieve policy objectives for a growing and developing economy.
Long Term Objectives
- Develop a full capacity for macroeconomic and microeconomic analysis for the British Virgin Islands.
- Economic policies fully integrated into the development strategy
- A package of leading and lagged economic indictors
- An economic policy framework for the long-term development of the BVI
- An economic programme for the British Virgin Islands
Short Term Objectives
- Establishment of Medium Term Economic Strategy (MTES) as the economic planning framework.
- Extending the economic indicators in the areas of employment, consumption expenditure, investment and gross domestic product
- Extended the database of economic statistics in national accounts and balance of payments
- Short term training in economic analysis for the economists in the DPD
- Development of an economic model to estimate economic variables and to make economic projections.
- Re-establish production/publication of Recent Economic Development (RED)
- Compilation of Integrated Economic Accounts for the period 1997-2000
National Manpower Planning
Strategic Intent
Develop and Co-ordinate a fully functioning National Manpower Planning supported by well articulated policies and Strategies.

- Establishment of a Manpower Planning database
- Installation of a full capability for manpower planning
- Integration of manpower planning in national framework
Short Term Objectives
- Short term training in manpower analysis and planning
- Design and development of a Manpower Database
- Implementation of a system of bi-annual labour market surveys.

Labour Market Information
Strategic Intent
A fully function Labour Market Information System (LMIS) which provide management information on labour policies, employment statistics, education and training impact on the labour market and the physical conditions of work in the British Virgin Islands.
Long Term Objectives
- Establish a sustained programme of labour market surveys.
- Develop an integrated set of statistics on labour and education.
- Establish scheduled publication on the labour market.
Short Term Objectives
- Complete the conceptual design of the Labour Market Information System.
- Establish the Labour Market Information System operational strategies and policies.
- Design of operational Framework of the Labour Market Information System.
- Develop the operational mechanism and Publication Framework of the Labour Market Information System.
- Commence data collection and testing of the Labour Market Information System.
- Publish the initial Labour Market Information System Report on an annual basis.
Global Sectors Policy Development
Strategic Intent
Global Sectors Policy framework including a policy framework, a strategic programme and a monitoring and feedback framework in the area of energy as well as Science and Technology.
Long Term Objectives
- Develop, maintain and monitor a national Science and Technology strategy.
- Develop, maintain and monitor a national Energy strategy.
- Establish a global policy unit to handle strategy co-ordination for the other global sectors.
Short Term Objectives
- Establish monitoring and feedback mechanisms for Energy and Science Technology.

STATISTICS AND SURVEYS UNIT
Economic Statistics Development
Strategic Intent
A national service center producing and disseminating the full range of economic statistics as a result of national surveys and other collection strategies using appropriate and available technology.
Long Term Objectives
- Development of a world class Statistics Service Center which uses cutting edge information technology in processes of capturing, manipulating and dissemination statistics.
- Develop a full capacity for electronic dissemination of statistics.
- Develop an on-line capacity for executing surveys via the INTERNET.
- Develop and maintain a package relevant development indicators for the BVI
- Expand our statistical capacity in the social and environmental sectors.
Short Term Objectives
- Execute the 2001 Population and Housing Census according to play.
- Prepare a series national accounts (1995-2000).
- Place a database of the key macroeconomic statistics on the INTERNET for sale to the public.
- Bring the social statistics output on par with the economic statistics output levels.
- Fulfill our planned schedule of the release of publications.
- Prepare a spreadsheet of Social Development Indicators.
- Prepare a package of statistical information on BVI for dissemination at our overseas offices and overseas visits.
- Introduce a number surveys to improve data capture.
