Reynell Frazer Confirmed as Police Commissioner

Mr. Reynell Frazer has been confirmed as Commissioner of Police, a
post he has held in an acting capacity for the last year. Mr. Frazer, a
32-year police veteran, is the second BVIslander to lead the Royal Virgin
Islands Police Force (RVIPF) since its establishment in 1967.
In making the appointment, His Excellency, Governor Thomas Macan said Mr.
Frazer has put his stamp on the Force over the past year. “He is
developing ideas for the improvement and greater efficiency of the Force
through the launching of an effective outreach programme,” the Governor
said.
Chief Minister Dr. the Honourable D. Orlando Smith congratulated the new
Police Commissioner and expressed confidence that he would provide sound
leadership for the Force. “Mr. Frazer brings a wealth of experience and
wisdom to the post of Police Commissioner,” the Chief Minister said.
“This is a challenging and demanding job, but I know that Mr. Frazer is
equal to it.”
Mr. Frazer, 51, joined the RVIPF in 1973 as a Constable. In 1980 he was
promoted to Corporal and in 1982 he was made a Police Sergeant. In 1988
Mr. Frazer was appointed an Inspector of Police, a post he held until 1991
when he was promoted to Superintendent. In 2002 Mr. Frazer was named
Deputy Commissioner of Police, and in November 2004 he was appointed
Acting Commissioner of Police.
Over the course of his career, Mr. Frazer has attended numerous training
courses, including an 11-week Overseas Command Course in the United
Kingdom and a five month General Police Duties Course. He is currently
completing a bachelor’s degree in criminal justice administration.
Director of Human Resources Mr. David Archer expressed congratulations to
Mr. Frazer for all his accomplishments. “I am confident that Mr.
Frazer’s leadership skills will prove to be of great value to the Police
Force,” Mr. Archer said.
The Police Commissioner has outlined a number of new initiatives he will
bring on stream, including an enhanced organisational structure, more
training initiatives for police, operational initiatives, and
police-community initiatives against crime.
