THE DIRECTOR OF PLANNING
The Director of Planning is a permanent employee of the state with no political affiliation. This position is one of the ten in the Executive Management of the public Service. This places the holder of this post in top advisory, operational and policy development positions. The Director of Planning interacts with full range of clients from within government, the private sector, the international agencies community and the rest of the world.
Operationally the Director of Planning manages the planning, statistics and project development functions of the public service. In connection with these functions the director is required to assist with the development long-term policies and strategies for the development of the country including for the role of the state. The functions and scope of the Director’s job is detailed in the Job Description for the post. The job description or description of duties should be read in conjunction with the Philosophy and the Strategic Objectives of the Department of Development Planning (DPD).
In managing what is largely the national planning process the director supervisory coverage includes the day to day statistical processes, the development of projects, formulation of the public sector investment programme and general economic analysis. In terms of staff coverage or human resources, the director manages the activities of economists on national development issues, statisticians on national accounts and sectoral data, project analysts developing projects, economist programming public sector investment and a cadre of skilled professionals in supportive functions.
The director is expected to be a professional with base qualifications in economics
while experienced in statistics, development planning, project cycle management and public sector investment programming. The post holder must have an excellent understanding of the public sector management system of the BVI. Other key skills required for this job
are foreign economic relations and management information systems in the job function areas.
