Description and Scope:

The essence of this project is the upgrading and improvement of four existing playing fields and construction of new facilities primarily to accommodate baseball for adult males.  The project seeks to bring all fields up to regulation specifications for baseball, soccer, softball, cricket, football and track & field together with the appropriate facilities for assembly during events. Each facility will accommodate at least 2,000 fans seated comfortably with associated clubhouses, maintenance facilities, management areas, concessions and special areas for field health care.

In order to protect the investments, fields will be securely fenced and maintained with purpose-built equipment.  The playing fields will be accessible almost 24 hours per day because of lit playing surfaces and contracted out maintenance.  The facilities will be site managed and users will be required to use permits in accordance with facilities calendars developed in collaboration with sporting associations and other interests.

Background:

Presently, there are four-multi-purpose and not so well maintained playing fields in the following areas:  Road Town, Capoons Bay, Long Look and South Valley.  These fields meet regulation specifications for only one or two sports and quite often there is continuous competition for access by the various users.  Two of the existing four fields are lit poorly and are considered unsafe for young athletes.  In addition the fields playing surfaces are presently poor due to design and erosion over time. The drainage is poor, the grassy areas are often overgrown and stray animals sometimes gain access to the playing surfaces with resultant severe damage.  

In addition, only two of the playing fields have bathroom facilities and they are substandard due in part to poor maintenance, inappropriate specification and user abuse.  None of the facilities can accommodate more than 300 persons seated and (very uncomfortably) without proper sanitation and concessions on site.

Due in part to the poor state of facilities, spectator interest is low and consequently, management of these facilities has been very poor over the past decade.  Only two of the facilities have portable water and none have shower and other health (hygienic) facilities for athletes.  All of the facilities require expansion and rehabilitation.  Luckily there is room for expansion at all except in Road Town.

With respect to the new facility to accommodate adult baseball, this is sorely needed as boys beyond the age of 12 have no regulation facility in which to continue the development of their baseball skills. The facilities at Capoons Bay, Long Look and South Valley can be extended to accommodate regulations size in all the outdoor sports played in the British Virgin Islands.

Project Rationale

    1. Increase the number of international sporting events in the British Virgin Islands. 

    2. Enhanced the domestic and external commercial value of sports for us. 

    3. Improve the comfort, safety and security of spectators and athletes. 

    4. Extend the opportunities in sports for athletes and provide more and better quality events for spectators. 

    5. Expose more young and potential athletes to international sports in world-class conditions. 

    6. Improve the opportunity to take advantage of the commercial aspects of sports. 

    7. Contribute to the balanced development of sports infrastructure throughout the British Virgin Islands.

Summary of Related Studies:

While there have been no studies specifically targeted at sports infrastructural development in a formal way, there have been many pronouncements on the need to improve the present facilities. Common knowledge and observation tells us that the sports fields are not up to par with the rest of our development, neither are they in keeping with the upscale tourism image or the per capita income levels of the British Virgin Islands. Recently some upgrading has been done on two of the facilities but there is much more to be done to bring these facilities to international standards. Government is presently using Johnsons of Canada and Onions, Bouchard & McCulloch Ltd., a local architectural/engineering firm, to conduct a feasibility study into the construction of a world-class indoor sporting facility at the HL Stoutt Community College for public use.

Expected Output:

Upon phased completion of this project, it is expected that there will be 5 complete sport specific regulation playing fields which offer comfort, safety and security (to the athletes and spectators alike): To accommodate at least 2,000 fans each with concessions and bathroom facilities. Well, lit, maintained and managed facilities with good playing surfaces. With first class facilities to attract international and local events. Fenced with appropriate walls, proper drainage and access. With facilities for entertainment of spectators and instruction for athletes. With information facilities in touch with the Rest of the World.

Associated Risks:

The major issue involved is the management and maintenance of this amount of capital.  The issue is whether the appropriate type of management which will ensure that one of the Government of the British Virgin Islands broad strategies – the enhancement of human resources development – will be facilitated.  A further risk is that the Government of the British Virgin Islands will be creating a substantial package of assets and that the appropriate strategies, mechanisms and structures might not be in place to effectively manage this package of assets.
