76 Introduce legislation on marine and oil pollution which will complement the Merchant Shipping Act, 2001 and thus strengthen jurisdiction over pollution of the sea from ships, intervention on the high seas in instances involving oil pollution or dumping of wastes at sea, and the necessary preparedness response and compensation mechanisms for dealing with such emergencies.   3

38 Build a world-class education system to create a trained human resource base that is employable, easily retainable and adaptable to the rapidly changing demands of the job market.  4
74 Continue to improve road safety, especially through the marking of roads, the installation of signs and guard rails along road sides and appropriate intersections, and the installation of traffic lights where required.  4
