CONSULTANTS AND TERMS OF REFERENCE
Consultants
The Government of the British Virgin Islands
has engaged the Caribbean Development Bank (CDB) to (1) evaluate the First Five Year
Education Development Plan (2) conduct the comprehensive review of the education produce a
new Five Year Plan. CDB has accepted the task. However, this review should not be seen as
a CDB project, but as a Joint project in collaboration with the Ministry/Department of
Education and Culture and the people of the British Virgin Islands. In light of this, we
have a review team consisting of the following six persons.

Terms of Reference
1. To present a
summary analysis of the education needs in the BVI and the response by Government to
meeting these needs.
2. To present
outline proposals for longer term research into the labour market with a view to informing
Government on the main needs and policy issues related to education and training.
3. To review BVI's
education policies against the background of needs and priorities.
4. To review the
education system in the BVI against the main needs and policy issues.
5. To address the following:
(a) To examine the
system of management, inspection and advisory services within the Ministry and Department
of Education and Culture.
(b) To consider the possibility of
providing secondary education to all pupils of II+ years and examine the implications for
staffing, physical facilities and curriculum policy.
(c) To examine
curriculum and examination policies throughout the education system, especially at
secondary and post secondary levels bearing in mind higher educational opportunities in
the US Virgin Islands, the Caribbean and further afield.
(d) To consider alternative means
of education for students who have dropped out of school because of pregnancy, expulsion,
etc.
(e) To consider
alternative ways of offering Technical/Vocational education at secondary and
post-secondary levels.
(f) To examine present overseas
training and staff recruitment arrangements in the light of existing manpower training
needs for the education system.
(g) To consider different ways of
providing educational opportunities especially at the secondary level for students in the
"outer islands".
(h) To recommend costing of each
component of the proposal.
