In a democracy such
as ours, the principles of transparency, accountability and consultation are fundamental
to continuous validation by the people. The structure of our Government with an Executive
Branch, a Judiciary and a
Legislature depends upon these principles for
survival. Our economy, which is primarily divided into the private, the public and the
non-governmental organization sectors, relies on the free and full flow of information
about the policies, strategies, programmes and projects of the political representatives.
Over the past five
years, there has been a groundswell of representation for more openness in government
action and a greater degree of participation in the public sector decision-making process.
Given the limitations of our
Constitution, one way of
responding to these demands is communicating with the public and special interest groups
through speeches and news releases on an improved and timely basis. Through these avenues,
the Governor, the Ministers, High Level Civil Service officials, public corporation
officials and statutory bodies officials, can enunciate public policy, operational
decisions and other general information to the public.
On this website,
the speeches and news releases are dedicated to economic planning and related matters such
as project development, manpower planning and statistics. All other speeches and new
releases are found on the Department of Information and Public Relations
website.
There are speeches and new releases by His Excellency the Governor, the

Chief Minister and Minister of Finance and High Level Planning Officials. However, all
